News from the FAA

Greetings New England Region airport sponsors.
 
I wanted to share several things:
 
First, here is a letter that I sent to airport sponsors who may have inactive or old grants.  As the letter states, during these trying economic times, it is imperative that we quickly spend AIP funds to stimulate the local economies, as well as fulfill the grant requirement to expedite completion of AIP projects.

Second, The Department of Transportation regulation 49 CFR Part 26 requires recipients who will award grants of $250,000 or more for airport planning or development to implement a disadvantaged business enterprise (DBE) program (Section 26.21(a)(3)).  If airport sponsors will apply for such a grant during fiscal year 2009 (beginning October 1, 2008 through September 30, 2009) and the sponsor have not submitted a DBE program to the office listed below, they will be required to do so as a condition of grant agreement.  PLEASE NOTE:  Airport recipients who have already submitted their Part 26 DBE program are required to only submit the FY-2009 DBE goal update.

Third, I have nothing new to report regarding the proposed stimulus program; we are awaiting congressional action.  However, I want to reiterate that my understanding is that all AIP requirements applies.  As soon as I get more information, I will send an email and perhaps a telecon to facilitate our communications and coordination.
